Yes, Dog Days just had an early release at Comiket. It's actually an Extra Booster (6 packs/box), with and Extra Trial Set, officially released 21/01/2012. So technically, Dog Days cards can't be used for official tournaments until then.

Definitely not Neo-Standard with either of those, so go ahead. Silver Pack promos tend to have very high prices on YAJ right after Comiket, by the way.
